You will receive by The Mail which leaves London today the Commission under the Great Seal appointing you to be Governor of Hong Kong, together with the distinction, the Royal Sign Manual which usually accompany commissions of that description. It had been intended at first to postpone the issue of this Commission until we were in possession of further information as to the mode in which the future Govt of Hong Kong might most advantageously be conducted,
but in consequence of circumstances which have since occurred it is considered expedient to issue it without further delay.
